GSP Schemes for which Pakistan is a Beneficiary

Generalized System of Preferences (GSP) are unilateral preferential schemes where developed countries grant reduced or zero tariffs on imports from developing countries without requiring reciprocal concessions. Pakistan is a beneficiary for the GSP Schemes of the European Union (EU), Switzerland, Norway, Turkey, UK, USA, Canada, Australia, New Zealand, Japan, Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia. Accordingly, export of GSP-eligible products to these countries from Pakistan enjoys preferential tariff (i.e. reduced or zero import duties).

Pakistani exporters are strongly encouraged to make themselves well aware of the terms and conditions for the aforesaid GSP schemes to derive optimal benefit from the concessionary import duties applicable to their products upon export to these countries. Origin Certification

    • Certificates of Origin (COOs) for preferential exports under bilateral, regional, and GSP arrangements are issued either by TDAP or by exporters themselves under self-certification systems, depending on the specific arrangement. COOs for non-preferential trade under MFN tariffs are issued by the respective chambers of commerce.

    • TDAP issues COOs to Pakistani exporters via the Pakistan Single Window (PSW) system. These electronically generated certificates are applied, processed, received back, and finally printed by exporters online as paper documents. The certificates are shared by exporters with their overseas buyers for customs clearance in importing countries. COOs are issued in compliance with the rules of origin under the applicable trade agreements or preferential arrangements and contain electronic signatures and stamps of the issuing authority along with QR codes.

    • Under self-certification systems, exporters issue their own COOs for certain GSP schemes. For EU, Norway, Switzerland, and Turkey GSP arrangements, exporters use the Registered Exporter (REX) system. For the UK’s Developing Countries Trading Scheme (DCTS) taking effect from June 19, 2023, exporters self-certify their export consignments on Form-A. Origin Certification under the REX System:

  • Pakistan completely switched to the REX system of the EU on December 31, 2017. Effective January 1, 2018 TDAP stopped issuing Certificate of Origin/ Form-A for exports to the EU-27, Switzerland, Norway and UK. Since this change, only REX-Registered exporters are authorized to issue “Statement on Origin” for their export consignments destined for EU, Switzerland, and Norway.

  • Turkey also implemented the REX system effective July 1, 2019, allowing a 3-month transition period till September 30, 2019. Accordingly, effective October 1, 2019, Turkey also switched over to REX and TDAP stopped issuing Form-A/ Certificate of Origin for all GSP exports to Turkey.   • Registration under REX remains open and the TDAP is continuing to register exporters for the REX System. Over 12,000 exporters have already been registered under REX. Accordingly, all exporters to the EU, Switzerland, Norway and Turkey not yet registered are advised to get their entities registered under the REX system.
