GSP Schemes for which Pakistan is a Beneficiary

The Generalized System of Preferences (GSP) comprises unilateral preferential schemes under which developed countries grant reduced or zero tariffs on imports from developing countries without requiring reciprocal concessions. Pakistan is a beneficiary of the GSP schemes of the European Union (EU), Switzerland, Norway, Turkey, the UK, the USA, Canada, Australia, New Zealand, Japan, Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia. Accordingly, exports of GSP-eligible products from Pakistan to these countries enjoy preferential tariffs (i.e., reduced or zero import duties).

Pakistani exporters are strongly encouraged to familiarize themselves fully with the terms and conditions of the above GSP schemes in order to derive optimal benefit from the concessionary import duties applicable to their products upon export to these countries. Highlights of, and detailed guidance on, the above GSP schemes can be accessed from the following downloads:

Preferential Trade Access Database (PTAD):

The Preferential Trade Access Database (PTAD) is TDAP’s official trade-intelligence platform, mapping Pakistan’s 29 arrangements across 95 countries: 3 FTAs, 6 PTAs, 5 regional and multilateral arrangements, and 15 GSP schemes. Search any HS code to compare preferential tariffs, rules of origin and documentation, and turn tariff advantage into business:

Origin Certification

• Certificates of Origin (COOs) for preferential exports under bilateral, regional, and GSP arrangements are issued either by TDAP or by the exporters themselves under selfcertification systems, depending on the arrangement concerned. COOs for non-preferential trade under MFN tariffs are issued by the respective chambers of commerce.

• TDAP issues COOs to Pakistani exporters through the Pakistan Single Window (PSW) system. These electronically generated certificates are applied for, processed, received, and finally printed by exporters online as paper documents. Exporters share the certificates with their overseas buyers for customs clearance in the importing countries. COOs are issued in compliance with the rules of origin of the applicable trade agreement or preferential arrangement, and bear the electronic signature and stamp of the issuing authority along with a QR code.

• Under self-certification systems, exporters issue their own proofs of origin for certain GSP schemes. For the EU, Norway, Switzerland, and Turkey GSP arrangements, exporters use the Registered Exporter (REX) System. For the UK’s Developing Countries Trading Scheme (DCTS), which took effect on June 19, 2023, exporters self-certify their export consignments on Form-A. For further details, please refer to the document “UK DCTS as Applicable to Pakistan” at Sr. 13 under “Downloads”.

Origin Certification under the REX System:

• Pakistan completely switched over to the REX System of the EU on December 31, 2017. With effect from January 1, 2018, TDAP stopped issuing Certificates of Origin/Form-A for exports to the EU-27, Switzerland, Norway, and the UK. Since this change, only REX registered exporters are authorized to issue a “Statement on Origin” for their export consignments destined for the EU, Switzerland, and Norway.

• Turkey also implemented the REX System with effect from July 1, 2019, allowing a three month transition period until September 30, 2019. Accordingly, with effect from October 1, 2019, Turkey also switched over to REX, and TDAP stopped issuing Form-A/Certificates of Origin for all GSP exports to Turkey. For further details, please refer to the document “REX Implementation by Turkey” at Sr. 11 under “Downloads”.

• Registration under REX remains open, and TDAP continues to register exporters in the REX System. Over 12,000 exporters have already been registered under REX. Accordingly, all exporters to the EU, Switzerland, Norway, and Turkey who are not yet registered are advised to register their entities under the REX System.
